Do websites track your IP dynamically even when AFK (clearnet)?

Question

For example, say I use a VPN then load up a webpage and it grabs my IP. Then hours later, I disconnect from the VPN whilst having that webpage still in the background somewhere.

Does that webpage then register my new IP address? Is it constantly monitoring me even if I don't click anywhere or anything?

im not an expert on this but the website should only grab your IP when you click on / visit the link, not otherwise. correct me if im wrong
